We have had reports from some Verizon customers (email accounts ending in Verizon.net) that they are not receiving emails being sent from Department HQs. We experienced this same issue a couple of years ago when a Verizon Customer filed a spam complaint about valegion.org so Verizon blocked all emails as spam.
